Portal v0.46 · Main Work 3.63 · 8A.10.3–8A.10.5

Protect the council without stripping the person of due process.

When a winner accepts civic service, the premium becomes a real six-month employment. Ethica must then handle illness, voluntary resignation, misconduct, security incidents and fraud without conflating them.

CONTRACT6 months

Fixed-term public employment with defined duties, a result contract and handover.

PAYSEK 80,000/month

Taxable salary for actual work. Earned salary is not a lottery prize that can be confiscated retroactively.

CORE RULESuspicion ≠ guilt

Risk may justify temporary access suspension. A sanction requires evidence, process and a reasoned decision.

CONTINUITYReserve chain

Council staffing is the system’s responsibility. Legitimate life events must not coerce a person to remain.

Employment contract

Acceptance changes the relationship.

Before acceptance

An offer of democratic civic service. Within 72 hours the winner may choose the job, the cash premium or decline.

After acceptance

A fixed-term employment with salary, work plan, confidentiality, conflicts rules, information security, absence, resignation and handover. The cash premium is no longer an option.

Principle

The job premium creates an opportunity. Acceptance creates employment responsibility. Legitimate incapacity must never be turned into guilt.

Interactive prototype

What happened to the council member?

Choose a scenario and month. The result shows how Ethica should separate immediate risk containment from subsequent due process.

Due process

Audit object

Security by design

A bad actor must not have unilateral power to corrupt the process.

Least privilege

A council member receives only the access required for the specific oversight task and only for as long as needed.

Separation of duties

No one can unilaterally change a ballot, move money, modify production code and approve their own change.

Two-person rule

Critical administrative operations require separate approval or verification.

Append-only log

Security and decision events must be reviewable later and cannot be deletable by the person under review.

Role-based vetting

The scope of vetting is determined by the role’s damage potential and legal basis — not by general suspicion of selected citizens.

Automatic privilege expiry

Privileges expire when the assignment or delegation ends and must be explicitly renewed.

Employment & Integrity Board

The reviewed organisation must not unilaterally judge its reviewer.

The Main Work proposes a separate, statutory and independent board for serious disciplinary, security and access matters. It should provide written notice, relevant evidence, an opportunity to respond, representation or union support, a reasoned decision and a defined review path.

This is a proposed Ethica institution, not a description of an authority that exists today.

DUE PROCESS
  1. Stop necessary access when a concrete risk requires it.
  2. Secure evidence without presuming guilt.
  3. Investigate with a separated decision function.
  4. Hear the person and record objections.
  5. Decide proportionately with reasons.
  6. Review/appeal through a defined legal route.
Reserve continuity · 3.27

1,000 members + 1,000 accepted reserves.

The reserve pool is not ranked. Every real vacancy triggers a new verifiable draw among remaining reserves. The selected person has 24 hours to accept or decline.

Open the reserve system →
Reserve status ≠ employment

No salary and no four-year cooldown until a real vacancy is drawn and accepted. If the reserve declines or does not respond, Ethica draws again.

Legal grounding in the prototype

Current Swedish law is a reference model — the exact Ethica model requires specific legislation.
