ETHICA ARCHITECTURE · GOVERNING PRINCIPLES

Principles that power must not optimise away.

ETHICA is not a single algorithm or institution. It is an architecture of limits, responsibility, evidence and democratic feedback. These are its strongest design rules.

01

Democracy's floor comes before the system's goals.

No optimisation, majority or technical efficiency may become a shortcut around rights, rule of law or human accountability.

Foundational rule

Constitution before optimisation

Rights, legality, independent courts, minority protection and human appeal routes establish the outer boundary.

What is efficient is not automatically legitimate.
Democratic equality

One person, one vote

Demographic data never changes vote weight. Representativeness may shape selection — never the worth of a citizen's will.

No political profiling. No hidden weighting.
Normative authority

Humans choose values

AI and experts may analyse, compare and explain. They may not decide what society must value or become sovereign authority.

Expertise supports the mandate; it does not replace it.
Due process

Suspicion is not punishment

Necessary access is stopped, evidence preserved, the case investigated, the person heard, a decision made and review allowed.

Necessary control must remain reviewable.
02

Expose who shapes the choice — not only who counts the votes.

ETHICA treats agenda power, comparability and citizens' limited time as central democratic design problems.

Agenda power

Alternatives must be reviewable

Power lies in framing the problem, selecting alternatives and deciding what can be voted on. That power must be visible and contestable.

A free choice requires genuinely comparable alternatives.
Democratic attention

Democracy must work on a tired weekday evening

Citizens must not become unpaid full-time administrators. A few coordinated decision windows are preferable to constant referenda.

Participation should be meaningful without becoming limitless.
Knowledge status

Facts, assumptions and proposals remain distinct

Official baseline data, analysis, ETHICA proposals, scenarios, simulations and open questions are clearly labelled.

Uncertainty must never hide behind confident rhetoric.
Institutional humility

ETHICA itself is a testable hypothesis

A full model without a permanent parliament must be compared with reformed parliamentarism and hybrid models.

Try to prove ETHICA wrong.
03

A democratic decision begins an evidence chain.

Promises must be traceable through funding, responsibility, implementation, cost, outcome and correction.

Comparability

Value choices require comparable action packages

Alternatives disclose cost, expected outcome, uncertainty, risk, time horizon, rights impact and reassessment conditions.

Citizens choose the genuine trade-off — not a slogan.
Epistemic discipline

Evidence before certainty

The system preserves what was known, assumed and uncertain when a decision was made and compares it with what happened.

Reproducibility is part of democratic accountability.
Operational accountability

Delivery before victory

Success is not a won vote but whether the mandate was delivered, at what cost and with what verified result.

Activity and budget consumption are not outcomes.
Learning

Each cycle leaves more verifiable knowledge

Deviations, failures and corrections remain versioned so the next decision starts from better knowledge.

Democracy should be able to learn — and show its work.
04

No component should be able to become the state alone.

Power, identity, vote content, money, evidence and control are separated so abuse requires multiple independent failures — and can be detected.

Trust domains

Separate what should never meet

No component may simultaneously possess identity, vote content and prize outcome. Identity, voting, participation proof, selection and employment remain separate.

Federation before a central super-database.
Least privilege

No one acts alone on critical operations

Two-person control, separated duties, expiring access and tamper-evident logs protect critical decisions and systems.

No one approves their own evidence or erases their own history.
Independent continuity

Reserve and successor modes must be truly independent

The successor structure has separate legal standing, keys, communications, registers, budget and shutdown authority.

A reserve sharing the same failure is not a reserve.
Reversibility

Classify decisions by what can be restored

Technical, legal and institutional reversibility are distinguished from real-world effects that cannot be undone.

Stop conditions are defined before they are needed.
Independent control

Review before trust

Code, data, assumptions, mandates and outcomes are independently verifiable. Reviewers and metrics are reviewed too.

Assurance is a chain, not a seal.
Human route

The citizen must not be the state's API

Digital coordination never eliminates phone, offices, paper, language and accessibility support or human appeal.

AI may be a receptionist — never a judge.
